The PROGRESS Regional Online Meeting "Climate-Resilient Agriculture: Good Practices in Germany," held on 17 March 2026 via Zoom, brought together more than 150 participants from 10 countries across the Eastern Partnership (EaP) region, Germany, and beyond, including representatives of public institutions, agribusinesses, international organisations, research institutions, and farming communities, to exchange knowledge and explore practical solutions for climate adaptation in agriculture.
The meeting focused on concrete good practices developed and applied in the German agricultural sector, with a view to supporting their adaptation and uptake in EaP country contexts, in line with EU Green Deal priorities and the objectives of the PROGRESS programme.
The meeting was structured to combine knowledge transfer with practical dialogue. An opening session presented Germany's institutional and policy framework for climate adaptation in agriculture, followed by a practical presentation on farm-level resilience approaches and technologies. A panel discussion then brought together experts and practitioners from Armenia, Azerbaijan, Moldova, and Ukraine to reflect on the applicability of German practices in their national contexts, generating a rich cross-regional exchange across three thematic areas: efficient irrigation, hazardous climate risk adaptation, and integrated farm management.
During the discussions, participants:
- examined Germany's policy and institutional framework for climate adaptation in agriculture, including its Climate Adaptation Law, agri-environment support mechanisms, and early warning systems;
- explored practical farm-level technologies and approaches, including precision irrigation, hail and frost protection systems, and digital agriculture tools, and their transferability to EaP contexts;
- shared national experiences from Armenia, Azerbaijan, Moldova, and Ukraine on the uptake of climate-resilient practices, identifying both progress made and persistent gaps;
- highlighted the critical role of rural advisory services, demonstration farms, and Digital Innovation Hubs as enablers of technology adoption, noting their absence or limited reach in several EaP countries;
- identified accessible financing mechanisms, updated agricultural curricula, and "test before invest" opportunities as key prerequisites for scaling climate-resilient agriculture across the region.
The outcomes of the meeting will feed into the next phase of PROGRESS work on climate-resilient agriculture, informing targeted training, technical exchanges, and the documentation of good practices for wider regional dissemination. The second event in this series, focusing on good practices from the EaP countries themselves, is confirmed for 21 May 2026.
