PROGRESS Workshop on Agricultural Insurance and Climate Adaptation in the EU’s Eastern Partnership Countries

PROGRESS Workshop on Agricultural Insurance and Climate Adaptation in the EU’s Eastern Partnership Countries

The PROGRESS Workshop on Agricultural Insurance and Climate Adaptation in the EU’s Eastern Partnership Countries, held on 5-6 October 2026 in Boulogne-Billancourt, France, brought together around 100 participants, with approximately 50 attending in person and more than 50 joining online, to exchange international experiences and explore how agricultural insurance can better support climate adaptation and strengthen the resilience of agriculture.

The two-day workshop combined international perspectives with country-specific discussions. The first day explored global trends in agricultural insurance under a changing climate, lessons from international research, insurance and risk management tools in the European Union, and the economic implications of underinsurance. Discussions also highlighted the role of governments in developing agricultural insurance systems that support climate adaptation.

The second day focused on experience from Armenia, Moldova and Ukraine, bringing together country experts and representatives of public institutions, insurance providers and financial institutions to discuss existing agricultural insurance frameworks, challenges and opportunities for improvement, and ways to better connect insurance with agricultural finance and climate adaptation. A dedicated session also presented ongoing work on climate risk and vulnerability assessment in Ukraine.

During the two-day workshop, participants:

  • explored global and European trends, challenges and good practices in agricultural insurance under a changing climate;
  • examined the role of agricultural insurance in managing climate-related risks, protecting farmers and supporting investment in climate adaptation;
  • discussed opportunities to strengthen agricultural insurance systems and improve their links with agricultural finance in the EaP region;
  • considered the role of public policies, premium subsidies and cooperation between governments, insurers and financial institutions in supporting more effective agricultural insurance systems;
  • exchanged experiences on climate risk assessment and its potential contribution to agricultural risk management and adaptation planning.
