The PROGRESS Regional Online Meeting “Financing Climate-Resilient Agriculture: Good International Practices and Progress in the European Union Eastern Partnership (EaP) Countries”,

The PROGRESS Regional Online Meeting “Financing Climate-Resilient Agriculture: Good International Practices and Progress in the European Union Eastern Partnership (EaP) Countries”, held on 10–11 December 2025, brought together around 80 participants from public institutions, international organisations, development partners, financial institutions, and academia to exchange experiences and explore solutions for strengthening climate adaptation finance in agriculture.

The meeting focused on existing and innovative approaches to financing climate-resilient agriculture in EaP countries, in line with EU Green Deal priorities and the objectives of the PROGRESS programme.

The two-day meeting was structured to combine policy dialogue with practical perspectives. The first day focused on policy frameworks, financing instruments, and national approaches to climate adaptation finance in agriculture across EaP countries, alongside international and EU good practices. The second day concentrated on practical solutions from public institutions and the banking sector, with parallel sessions examining how public support mechanisms, credit guarantees, and financial institutions can better facilitate investments in climate-resilient agriculture.

During the two-day discussions, participants:

  • reviewed existing financing frameworks, typologies, and progress in the use of financial instruments for climate adaptation in the agricultural sector across EaP countries;
  • explored international good practices and discussed their applicability in national and regional contexts;
  • discussed key gaps, opportunities, and priority actions for expanding access to finance for climate-resilient agricultural practices;
  • highlighted the importance of combining financial instruments with capacity building, financial literacy, and simplified access procedures;
  • outlined upcoming PROGRESS activities related to climate adaptation finance.

The outcomes of the meeting will inform the next steps of PROGRESS work on climate adaptation finance, with a focus on scaling effective financing instruments and supporting their implementation across the EaP region.
